Colorado’s broadband availability dataset contains a geospatial representation of broadband coverage in Colorado based on information received directly from Internet Service Providers (ISP). The data is developed by the CBO and aggregated into a single statewide database and map.

Data Collection
The Colorado Broadband Data Collection program collects broadband availability data directly from Internet Service Providers (ISPs). All ISPs are encouraged to submit data. ISPs that participate or intend to participate in any State of Colorado broadband grant program are required to submit data.
The State of Colorado will utilize results from a speed tests to verify the accuracy of the information submitted by ISPs.

Data Specifications
As of the Fall 2022 data cycle, the Colorado Broadband Data Collection specifications are aligned with the FCC Broadband Data Collection Specifications.
Accepted Data Submission Formats
Providers of fixed broadband service must report data on their service availability in one of two formats:
- a list of locations served by the provider, in a tabular format or points representing the locations in GIS format, or
- a polygon representing the availability of the provider’s service in GIS format
Acceptable GIS formats include: ESRI Shapefile, ESRI FileGDB, GeoJSON, or Geopackage.

Data Format and Granularity
Data in public maps and datasets is aggregated in the following formats:
- Wireline – Broadband Serviceable Locations aggregated to Public Land Survey System (PLSS) Quarter-Quarter Section
- Fixed Wireless – Wireless coverage plots derived from propagation models
- Satellite coverage is not displayed on the map, but is represented in the datasets and search results
